Executive Management Team

Brian Best - President and CEO

As President and CEO of GTE Financial, Brian’s approach to leadership is all about serving others and ensuring that people always come first. With the support and guidance of a seasoned Board of Directors and an invaluable Executive Management Team, Brian is focused on maximizing return and value to the GTE membership and local community – the people we exist to serve. Through elevating the employee experience, members gain a caring financial advocate that ensures they earn more, save more and live better. Additionally, GTE is focused on providing innovation through a service lens, ensuring the credit union stays relevant within an ever-changing industry permeated by new technology and sophisticated services.

Prior to joining GTE, Brian worked at Grow Financial Federal Credit Union where he served as the Chief Lending and Operations Officer. He has been in the financial services industry for over 20 years, holding senior management positions at some of the nation’s most preeminent banks and credit unions. Brian brings a diverse background in commercial and consumer banking, collections, operations, retail strategy, process improvement, investment and risk portfolio management, organizational branding and troubled business restructuring.

Brian holds a B.S. in Marketing from Wright State University, as well as an M.A. in Business and Administration from Saint Leo University. He has also graduated from the RMA School of Commercial Underwriting and Portfolio Management, and has received his accreditation with Six Sigma as a master black belt.

Currently, Brian serves on the Tampa and Hillsborough Economic Development Task Force as Committee Member and sits on the board of the Boys and Girls Club as Corporate Board Member.

Brad Baker - Executive Vice President and Chief 

Financial Officer

Brad is a seasoned credit union executive with over 22 years experience in credit union administrative finances and general management. Brad joined GTE Financial in 1991 as the Director of Accounting. He later served as Vice President of Finance and Vice President of Member Services.

As Chief Financial Officer, Brad oversees the credit union’s accounting, budgeting, asset liability management, and investment and cash management activities. He is also the President of Credit Union Insurance Services, GTE Financial’s CUSO, and the Brokerage Division.

Prior to joining GTE, Brad worked for Texaco/Star Enterprises (a multibillion dollar joint venture between Texaco and Saudi Aramco which included oil exploration and drilling, refineries and retail distribution) as the Assistant Controller for the Florida region.

A 1985 graduate of the University of South Florida, Brad earned his B.A. in Management Information Systems and Accounting. His credit union and community involvements include serving on the Board of the Tampa Chapter of Credit Unions and GTE Financial’s Charitable Foundation, and is a graduate of Leadership Tampa class.

Chad Burney - Executive Vice President, Chief Operating Officer

Chad Burney is the Executive Vice President and Chief Operating Officer of GTE Financial. He is a highly accomplished, award-winning, information technology leader who has had repeated success leading and directing technology and business operations for over 15 years. He offers a unique blend of executive acumen, effective team building, and IT solutions development credited with strong ROI and operational improvement. He has built a responsive Information Technology department that consistently delivers results by aligning technology initiatives with business goals, substantial improvement to service delivery, standardization, and business/system performance.

Chad was also responsible for the implementation of a key virtualization project that gained national recognition after being selected for CIO Magazine’s top 100 CIO awards of 2009. He was also recognized as one of the Top 25 CTO’s in 2010 by IDG’s InfoWorld which honors senior information technology executives nationwide who demonstrated leadership within their companies and in the greater IT community.

Almost as significant as his industry awards, he is locally involved with the community through volunteerism at Tighten the Drag Foundation, where he is the Director of Partnerships and Board Member. He’s a leader with inventive ideas and a sincere desire to enhance the credit union industry through technology and goodwill.

Chad holds a B.S. in Business Administration from Syracuse University, an M.S. in Management Science from the State University of New York, and an M.B.A in Technology Management from the State University of New York. In addition, he is a certified Master Oracle Database Administrator and Chief Executive (CCE).

Pedro Diaz - Senior Vice President, Chief Experience Officer

Pedro H. Diaz is the Chief Experience Officer for GTE Financial. He brings to the credit union over 20 years of experience in sales and banking services. Diaz previously held the position of Senior Vice President, serving in various roles at one of the largest banking institutions in the nation.

As Senior Vice President, he managed the Consumer and Small Business Banking Services in the Tampa Bay Area and focused on delivering a World Class Experience for Members and Associates alike. Over the last 18 years in the Tampa Bay Area, the veteran executive implemented sales and customer experience best practices across the entire organization and served as an expert and integral partner for key growth opportunities.

Currently, Diaz oversees the credit union’s strategic planning and operation of its 24 Community Financial Centers and two Member Care Call Centers. This includes setting goals for sales performance and management, growing market share, increasing profitability, identifying market opportunities and ensuring that GTE Financial members always experience the best value and service with complete confidence.

Diaz earned his undergraduate degree in Business Administration from Benjamin Franklin University. He is the Executive Chair of the Hispanic/ Latino Organization for Leadership (HOLA).

Jasiel Legon - Senior Vice President, Chief Lending 


Jasiel Legon joined GTE Financial as SVP, Chief Talent Officer in August 2016. He has more than 20 years of experience in financial services, and began his career in 1995 with Barnett Bank in Tampa, Florida. Prior to joining GTE, Mr. Legon served as Vice President, People & Culture, at Oportun Inc. from September 2012 to June 2016 where he was the head of HR for the company in both the US and Mexico affiliate. Mr. Legon built the entire HR function for the organization and successfully grew the company from 186 employees to over 2,700.

Prior to joining Oportun, Mr. Legon served as Vice President, HR Shared Services, at Popular Community Bank, Chicago, IL the North America subsidiary of Banco Popular de Puerto Rico. Mr. Legon also previously worked at JP Morgan Chase in Chicago, IL and in multiple leadership positions at Bank of America in Florida.

Mr. Legon holds the following professional HR certifications as a Senior Professional in Human Resources (SPHR- HRCI) and Senior Certified Professional (SCP-SHRM). Mr. Legon received a M.A. in Organization Development from Roosevelt University, and a B.A. in Communication and Business from Columbia College Chicago. A native of Florida, he enjoys spending time with his family, traveling, and going to our beautiful gulf coast beaches.

Jennifer Maxfield - Senior Vice President, Chief Strategy Officer

Jennifer Maxfield, SVP and Chief Strategy Officer, has been an important member of GTE’s leadership team for eight years, holding several positions within the credit union. Maxfield has taken a lead role in the development of products, and data and marketing strategies. Her efforts have been at the heart of the financial institution’s brand expansion throughout the Tampa Bay area and within the credit union industry.

Her strategic acumen has played a pivotal role in introducing a lineup of new products to GTE Financial’s membership. Maxfield led the revamp and launch of the organization’s website, credit card and checking account suites and a new gamified loyalty rewards program, Go Points. In addition, Maxfield’s team won numerous industry awards for excellence in marketing and philanthropy.

Maxfield is a proud Gator! She obtained her Bachelor of Science in Advertising from the University of Florida in Gainesville. She is in the process of completing her Master of Business Administration from Saint Leo University in the Fall of 2019.

Dona Svehla - Senior Vice President, Chief Lending 


Dona Svehla served as GTE’s vice president Fraud/BSA and Member Resolution before being promoted to SVP and CLO. She has more than 20 years of experience in lending, loss prevention, and collections. She began her career in 1995 with Alliant Credit Union in Chicago, Illinois, where she established the financial institution’s fraud department and designed and implemented enhancements to their collection platform.

In 2007, Svehla brought her expertise and leadership skills to Grow Financial where she held the position of Senior Vice President of Retail, Lending and Loss Prevention, which won her the Credit Union Times Trailblazer Award - Lending Officer of the Year in 2013.

Svehla earned her Bachelor of Arts in Social Behavioral Sciences from National Louis University in Chicago. She also received a Master’s in Business Administration with a concentration in Marketing from Saint Leo University. Svehla is a credit union activist, holding several board positions such as recently serving on the CUNA Lending Council as an executive committee member.

Mandy Zurbrick - Senior Vice President, Chief 

Marketing Officer

Mandy Zurbrick, SVP and Chief Marketing Officer, has been with GTE Financial since 2006 and has more than 17 years of experience in marketing. Zurbrick began as director of the department and was elevated to vice president six years ago. She is responsible for all activities related to conceptualizing and implementing market strategy designed to achieve organizational growth goals and initiatives. In addition, she develops and implements the marketing plan, including strategic direction for advertising, public relations, brand positioning and awareness, product development, member communication, center layouts and design, market penetration, market research and analysis, and new market planning, ensuring alignment with the strategic plan.

Since her arrival at GTE Financial, Zurbrick has implemented an email marketing program and a social media strategy and led the organization through a rebranding initiative. She has also developed a formidable team that has won numerous national awards for excellence in marketing.

Prior to joining GTE Financial, Zurbrick held a marketing leadership role within the technology industry, at Amherst Technologies and Computer Associates. She received a Bachelor of Science degree from Wright State University, majoring in Marketing and Management. She lives in St. Petersburg with her husband and the ‘Zurbrick Zoo’ (three cats and two dogs!).

Board of Directors

Comprised of volunteers elected by the membership of the credit union annually, the Board of Directors oversees and governs the credit union.

Art Fuente - Chairman


Art is a native of Tampa, Florida. He graduated from Hillsborough High School and the University of South Florida, where he earned his degree in mechanical engineering. He is currently the president of Tampa Sweethearts Cigar Company located in historic Ybor City. He is the grandson of the late Arturo Fuente who began hand rolling cigars in Tampa 100 years ago. Today, the Fuente brand cigars are one of the most sought after cigars in the world.

Art spent over 18 years at the Pinellas plant with General Electric and Lockheed Martin Corporation in the engineering and manufacturing areas as an engineer and as a manager. He is a past recipient of the prestigious Lockheed Martin’s “NOVA” award for his innovative leadership and creative design contributions in the field of engineering. He is also one of 38 individuals who have been honored by AVS, a science and technology international Society, with the AVS “Honorary Membership” Award.

Over the years Art has been involved with Credit Unions as a director and as vice president. During the past 10 years he has been actively involved as a member of the Supervisory committee for GTE Financial. He is also currently a board member of Tampa Bay & Company and a member of the Rotary Club of Tampa. Art has served as Chair of the Ybor City Chamber of Commerce in 2010 and is currently on the Board of Directors and Executive Committee.

Art was selected by the Tampa Hispanic Heritage, Inc. as the 2010 Hispanic Man of the Year for his significant contributions to the success of our community.

Mr. Fuente and his wife Martha have been married for over 38 years. Their daughter Kristin graduated with two master degrees from the college of business at the University of South Florida. She is currently Vice President of Tampa Sweethearts Cigar Company and Past-President of the Ybor City Rotary Club.

Rick Hagan - 1st Vice Chair

Hagan has served GTE Financial since 1994 on both the Board and Supervisory Committee and is currently the 1st Vice Chairman. Prior to joining GTE Financial, Mr. Hagan served Board Director of Suncoast Federal Credit Union. He also currently serves on the Finance Committee of the Glazer Children’s Museum. Mr. Hagan is currently President/CEO and Board Member of Ident-A-Kid Services of America, Inc., and has been employed there since 2001. He previously held various financial management positions with L3 Communications, Lockheed Martin, and General Electric. He graduated from the University of South Florida in 1985 with a bachelor’s degree in Business Administration.

Paula Jurgenson - 2nd Vice Chairman

Ms. Jurgenson retired from Verizon Communications (GTE Florida) with 30 years in the Human Resources Dept. Ms. Jurgenson volunteered at Tampa General Hospital within the Volunteer Services Department.

A credit union member since 1972, she served on the GTE Supervisory Committee from 1996 through 2001, (Chairman from 1998 – 2001), and is a past trustee and Chairman of the GTE FCU Charitable Foundation. She has been a Board member since 2001 serving on various committees and is currently a member of the Executive Committee.

Vickie Thompson - Secretary, Treasurer

Ms. Thompson retired from Verizon Communications (GTE Florida) after 30 years of service. Ms. Thompson has been a credit union member since 1973. She joined the Supervisory Committee in 1990, serving as Chairperson from 1991-1996. A Board Director, Ms. Thompson is currently serving as Secretary/Treasurer on the Executive Committee and has chaired numerous committees. Ms. Thompson also volunteers in local community and political organizations.

Charlie Beauchamp - Director

Mr. Beauchamp retired after 31 years of service at GTE of Florida, now Verizon Communications, and currently owns Crystal Telecom, Inc. A credit union member since 1975, he joined the Supervisory Committee in 1985. As a Director, Mr. Beauchamp has served on the Policy Review, Group Affiliation, Budget committee, chaired the Technology Committee, and Board Chairman and Secretary Treasurer.

Jimmy DuBose - Director

Mr. DuBose is retired from the District School Board of Pasco County after nearly 20 years as an Administrator. He was an employee of GTE Florida for 12 years and has been a credit union member since 1983. His work with GTE Federal Credit Union began in 1985, when he was appointed to the Supervisory Committee. Mr. DuBose has been a Board Member since 1990.

Shaine Mobley - Director

Shaine Mobley became a member of the Supervisory Committee in 2010 and was voted to the Board of Directors in 2015. Mrs. Mobley is the Controller and Treasurer of Derby Lane. She was previously a partner in the CPA firm of Wells, Houser & Schatzel, PA. She received her B.A. and M.A. from the University of South Florida. In addition to her work for the credit union and raising a family, Mrs. Mobley has served as the Treasurer, Board Member and a Mentor for the Academy of Finance at Northeast High School and is also the past Treasurer and Board Member of the Shore Acres Elementary Parent Teacher Association. Currently she enjoys donating her time to the Greyhound Pets of America Tampa Bay Chapter.

Jeff Pinkstaff - Director

Employed with GTE of Florida, now Verizon Communications, since 1997, Mr. Pinkstaff is currently a Central Office Technician. He has been a member of GTE Federal Credit Union since 1997 and served on the GTE Supervisory Committee for eight years. He is currently a Board Director.

Matt White - Director

Mr. White was a member of the Supervisory Committee served from 2012 – 2015. He was voted to the Board of Directors in 2016. Matthew is a Certified Public Accountant and a Tax Manager with the national firm CBIZ MHM, LLC & Mayer Hoffman McCann P.C. He, along with his wife and two sons are residents of Dunedin.

Brad Hines, Director Emeritus

Mr. Hines was a member of the GTE Financial Supervisory Committee from 1996 to 2000, and from 2003 to 2005. He has served on the GTE Financial Board of Directors since 2005 and previously served as First Vice Chairman and Secretary/Treasurer as well as Chairman. Mr. Hines is a resident of St. Petersburg and a lawyer in downtown St. Petersburg, where he concentrates his practice in real estate, corporate and finance law. In addition to his law practice and work for the credit union, Mr. Hines serves on the Board of Trustees for Trinity College of Florida, Inc., and is a past Treasurer and Board Member of the Tampa Bay Chapter of the American Red Cross.

Supervisory Committee

Chosen by the Board of Directors, our Supervisory Committee volunteers are also GTE members whose primary responsibility is ensuring the credit union’s financial records and operations are in order.

Gary Montemurro - Chairman
Andrew Fussner joined the Supervisory Committee in 2014. Mr. Fussner resides in Seminole and is an attorney for the American Heart Association, where he serves as Vice President of Estate Settlement and oversees all bequest administration for the AHA nationwide. He holds a law degree, a Bachelor of Science in accounting, and a Bachelor of Arts in political science, all from the University of Florida.

Tina Fischer - Committee Member
Tina joined the Supervisory team in 2019. She has been a member of GTE Financial since 2011. She has more than 20 years of experience in management consulting and academia. Tina is currently manager of Collaborative Labs at St. Petersburg College, overseeing three main areas, operations management, facilitation of strategic planning engagements, and business development. She has dedicated her career to consulting and education, bringing simple solutions and methodology to solve complex business issues. In addition, Tina worked with numerous Fortune 500 companies as a consultant with Anderson Consulting, now renowned management firm, Accenture.

Tina earned her Bachelor of Science in Electrical Engineering with a minor in Mathematics from Florida State University. She is past president of Leadership St. Pete Alumni Association. Tina lives in St. Petersburg with her husband, Jim, and their 16 year-old triplets.

Courtney McClure - Committee Member
Mrs. McClure joined the Supervisory Committee in 2016. She is a graduate of the University of Florida with a Bachelor of Science degree in Food and Resource Economics. Currently, she is employed at Astin Strawberry Exchange in Plant City where she assists with sales and accounting.

Tonya Rivera - Committee Member
Tonya joined the Supervisory team in 2016. She has been a member of GTE Federal Credit Union since 1990. Tonya received a B.S. in Business Administration at the University of South Florida and holds her 220, General Lines License. She started in the field of Property & Casualty Insurance in 1995. She was the Personal Lines Manager for John Handel & Assoc, Inc. who was acquired by Johnson & Johnson, Inc. in 2015. Tonya is now the Vice President of Sales for the Florida Region. She is a coordinator for Family Promise of St. Pete. She also enjoys serving as a Half Marathon Head Coach for Tampa Bay Fit.
